Building blocks for effective use of data, in my mind, are a collaborative cullture, collaborative structures such as grade-level for vertical teams, staff who are knowledgeable and skilled in analyzing data, and access to useful and disaggregated data. What are the biggest obstacles to effective use of data in your settings? How have you surmounted the obstacles?
