I have followed with great interest the discussion initiated by Mark St. John on sustainability and the responses that Mike Klentschy and others have made regarding sustainability is a matter of will and not chance.

What really intrigues me about the concept of an improvement infrastructure, whether local or otherwise, is the thought about “Could this structure be the sixth element of the NSRC’s components of reform model?” Would this not make it more will and not left to chance?
