Yes we call the problem-when multiple innovations collide. Thus you cannot pursue just science ed and call it system reform. System reform is when the system per se changes i.e. the entire district or state. It is possible, indeed desirable, to simultaneously focus on lit/math/ science realizing if you do it right they will spill over and can be mutually reinforcing.
