Dear Professor Fullan,

I am concerned about one of the issues that Joni Falk mentioned, that of teacher and principal turnover (and furthermore, superintendent turnover).

What strategies would you suggest for sustaining systemic change and quality professional development when large numbers of teachers not only come and go from the school district, but also move frequently from grade to grade? Furthermore, what suggestions do you have which will address a large turnover rate in principals?
